A hypothetical question: Starting this from scratch...

If you were starting a project similar to this one intending on doing all work yourself, would you create the html and css separate as we did here? Or is there an efficient way to just create the pug files and add/test the style on their output?

Definitely just create the pug files. That's how I've done it when doing projects from scratch.
